Cmd+T will the Move Tool work

I am running Photoshop CC on my MacBook Por (Sierra). For some reason, I can not get an object to move by selecting a layer and simply using the move tool (v) but only by selecting Cmd+T will the Move Tool work. Any suggestions?

Yes, this is a board that supports firmwares for Vu+ STB´s, and not for Adobe Software.
