Is the German HDplus service not available with black hole

I am totally confused I need to watch German TV in the UK but VU have told me the box cannot support the CI+ cam or the HD03 card which is all I am being offered. What is the correct situation and if the CI+ cam which is also to be used by Austriasat fixable in an enigma2 based box,

I've bought the CI+ CAM with HD03 card one year ago and I confirm that the CAM doesen't work.
Not all CI+ CAMs works into Linux boxes.
