Just wonder if VU+ is aware that Picture ii Picture is not working properly . The video in the small frame is freezing all the time , especially when both channels are HD .
Is this a software BUG or a physical limitationof of the hardware ?

It's a physical limitation of of the hardware.
Vu+DUO2 can do PIP with 2 HD channels !
 
It is a very well known hardware limitation of currently deployed chipsets.. The first VU+ boxes supporting HD PiP are the SOLO2 and DUO2 announced for 4th Q 2012. Educated guess well before Xmas.
