Question about pins on vu+ ultimo 4k board ?

Is this pins to the fan connection?
If not, is there a possibility to connect a fan to it? Or will this damage the device?

Of course it's not a fan connector.
Something like that doesn't exist in ultimo 4K , the fan connector.
Now if there is any safe voltage to connect the fan I don't know.
So do not plug in anything without strong confirmation from someone who is knowledgeable with electronics.
 
If only you had tested its pins, you would have read that it provides only 5V and it's not enough for a proper fan, which needs 12V.
(I don't have a Ultimo4K but there is a similar connector on the Solo4K).

There is lots of 5V cooling fans for Raspberry PI and they performe very good
When all this is said i still would not recommend to use this output without the approval from Vu+
Since we don't now the reason for why they are there they might not be intended for constant use and maybe damage your STB
