Solo2 Remote help

Hi I've been trying to set up a replacement remote so it can turn off tv. I press 1+3 together but I've held it for a good 4 mins yet the tv light still won't light up. Everything else works just can't get it in the mode

The remotes batteries have to be "fully charged" to enter "programming mode" (1+3)
