Transcoding Settings Issue

Are you supposed to be able to assign/amend the port to be used?
When I open the transcoding plugin the only settings are
Bitrate & Video Size and the only menu options are "Quit" & "Set" see attached pic:

Use UI Position Plugin to adjust the alignment of GUI
