Uno UNO - red light

I read a lot of post on this topic, but I have not found a solution

When the UNO was blocking, I would turn it OFF and ON soon, and it would restart normally.
If I turned off long (so cold UNO) it would not restart immediately
This has duration 3 months like this

Now it is completely blocked => Nothing happens

Question
- Motherboard or PSU default ?
- Motherboard => no C807 capacitor => then which to eplace ?
- PSU There are 3 "big" capacitor near the output connector C8 C9 C11
- PSU connector output only 3x12V and 3xGND

I can post photo of MB and PSU

1.check the power supply if it has any swelled cap
2. there is must be any kind bad cap in psu
u must have to check it thoroughly

I've check the PSU connector :
on pcb marked: ground ground ground +12V +12V +12V => and I test 12,20V 12,20V 12,20V => it seems ok
 
Yes it seems quite ok
have u tried to flash the box with VU+ Utility ?
May be box has any bad image in flash or the image has any kind bug and not getting its 2nd boot to load the firmware ?.
If u have its nfi image file try it . Once I had the Problem with my VU+ ultimo . It was blocked accidently with no reason I had used this method . May be it will work for u also.
