VU + Uno Tuner sensitivity

I'm having a problem recording a weak Uplink signal.Anything below 25% seems to break up (It gets as high as 40% in ideal conditions), especially when the weather is bad ( 90cm dish is not ideal ). I can live with this most of the time but have found that the VU+ doesn't seem able to lock onto a weak signal and fails to change to the required channel.When it does change the recording will break up even when the feed is watchable.
I'm assuming that it is the tuner but it could be the LNB. Have a universal on a Motek which is disabled ( my choice ).
Any suggestions?
