If you don't want to buy USB Power Meter, you can check your USB device power consumption in this way.
I cutted my USB extension cord.
 
Next I soldered some wires (red wire - positive power supply to USB, black (blue) - negative) to have a possibility to measure current and voltage.
 
Next I did some measurings "offline".
 
DVB-T Tuner Zarlink MT-352 chipset
 
HDD just spinning
 
Hauppauge WinTV Nova T HD
 
I measured my Solo2 USB tension too
