There are many sat providers with CI+ modules in Eastern Europe.

Currently the Trust Authority for the CI Plus standard is not going to provide CI+ license and compatibility certification to receivers based on open OS, and therefore, as things stand today, unfortunately we'll never see a linux based receiver compatible with CI+.

What about recievers made by Octagon? They are linux based and all have CIP support.

Those Octagon CI+ receivers aren't open systems!;)

AFAIK their original OS (even if linux based) is embedded, locked and secured, you can't change anything in those receivers that is not directly provided with the manufacturer's approval.
Unfortunately their documentation is very poor and for example it's not possible to clearly understand if recording of CI+ decrypted channels is allowed (CI+ can restrict recording of copyrighted material).

BTW, I don't' know if anyone could ever install different images on those receivers, but in that case he will probably loose the original embedded CI+ security credentials granted to Octagon which allow a receiver to make use of its CI+ interface.
Possibility of hacking those receivers is another matter that falls outside the scope of this discussion.

Ok... and now?
I'll remember ALL that CI+ implementation into other brand Linux boxes is a merely HACK and not the OFFICIAL support (paid to CI+ consortium for licenses and certs).

I've not tested VTI image, so I don't know how they implement CI+
